What You'll Be Doing: 

Program Development & Strategic Leadership (30%) 

• Lead the design, development, implementation, and continuous improvement of inclusive employment programs. 

• Support organizational strategic priorities and ensure programs align with funder contracts, performance expectations, and organizational goals. 

• Identify opportunities to enhance programs and create new employment pathways for participants. 

• Develop and implement policies, procedures, program materials, and operational frameworks. 

• Collaborate across departments to strengthen service integration and referral pathways. 

• Support the execution of JHSV's strategic plan through effective program leadership and oversight. 

Outcome Management & Performance Excellence (20%) 

• Monitor program performance and employment outcomes to ensure contractual targets are achieved. 

• Analyze participant and program data to identify trends, opportunities, and areas for improvement. 

• Develop corrective action plans and improvement strategies to strengthen outcomes. 

• Maintain systems to track key performance indicators, participant success, and program effectiveness. 

• Support evidence-informed decision-making through reporting and data analysis. 

Program Operations & Compliance (20%) 

• Provide operational oversight for employment programs and services. 

• Ensure compliance with funder requirements, contractual obligations, CARF standards, and organizational policies. 

• Monitor program deliverables, reporting requirements, and quality assurance processes. 

• Prepare and oversee monthly, quarterly, semi-annual, and annual reports for funders and organizational leadership. 

• Ensure services are delivered consistently, effectively, and in accordance with organizational standards. 

Community Engagement & Partnership Development (10%) 

• Build and maintain relationships with community partners, referral agencies, government stakeholders, and service providers. 

• Strengthen collaboration opportunities that enhance participant outcomes and community impact. 

• Represent JHSV within community initiatives, partnerships, and sector discussions. 

• Promote awareness of employment programs and available services throughout the community. 

Employer Engagement & Job Development (10%) 

• Lead employer engagement strategies that create sustainable employment opportunities for participants. 

• Develop and maintain relationships with local employers and industry partners. 

• Identify labor market trends and workforce needs to align participants with employment opportunities. 

• Coordinate hiring events, employer information sessions, job fairs, and recruitment initiatives. 

• Promote wage subsidies, employment supports, and workforce development opportunities available through employment programs. 

People Leadership & Team Development (10%) 

• Lead, mentor, and support employment program staff. 

• Establish clear expectations, accountability measures, and performance standards. 

• Support employee recruitment, onboarding, supervision, development, and performance management. 

• Foster a positive, collaborative, and results-focused team culture. 

• Ensure employee practices align with organizational policies, procedures, and collective agreements. 

What We’re Looking For:  

Must have Qualifications: 

• A bachelor's degree and/or professional designation, with a minimum of 5 years of applicable or relevant transferable work experience. 

• Extensive experience and expertise in the Community Living, Mental Health, Youth Programs or Criminal Justice System. 

• Strong experience in development and managing the day-to-day aspects of community-based programs, including case planning, behavior modification techniques, and psychosocial rehabilitative techniques. 

• Proficient in verbal and written English at a professional level, with excellent communication and interpersonal abilities. 

• High proficiency in MS Office Suite (Excel, PowerPoint, Word, Outlook, SharePoint) and learning new operational software. 

• Valid Class 5 Driver’s License and access to a reliable vehicle.  

• Criminal Record Check.  

• Ability to manage confidential and sensitive information effectively and possess strong integrity.

Position Summary:  

We are seeking a passionate and resilient Indigenous Cultural Services Coordinator to join our team in a fast growing and dynamic environment. This role is pivotal in enhancing the cultural services provided to Indigenous residents, promoting healing, community engagement, and reconciliation at NCC. If you have a passion for cultural connection and a commitment to supporting Indigenous communities, we want to hear from you!  This is an in-person role with no opportunity to work-from home. 

The Indigenous Cultural Liaison (ICL) provides the Indigenous lens and consults with staff and Indigenous residents at Nanaimo Correctional Centre (NCC) to provide/connect residents with a range of Indigenous specific supports. Using a culturally informed model that is rooted in harm reduction, the ICL walks alongside residents in their self-identified and self-determined goals for culture, connection/reconnection, and community integration; while advocating for access, rights, and Cultural Safety as needed.  

What You'll Be Doing: 

Cultural Services Development and Delivery (60%) 

• Identify, develop, and deliver Cultural Services that meet the needs of indigenous residents within the operational objectives of NCC. Cultural activities can include art, carving, sewing, beading, drumming, singing, healing circles, smudging, cedar brushing, or other ceremonies as approved by NCC. 

• Build a partnership with leadership and staff at NCC and incorporate Indigenous activities and services into agendas, committees, and meetings to support reconciliation 

• Provide counselling for Indigenous residents specifically related to spirituality and life skills  

• Provide a link between Indigenous residents and Elders for spiritual support 

• Meet with Indigenous residents as requested by Correctional staff or the residents themselves to assist in the development of viable release plans 

• Meet regularly with the Indigenous population within NCC, utilizing appropriate resources to provide guidance and instruction 

• Promotes improving outcomes for our Indigenous residents and community and inspires NCC staff to participate in programming to increase cultural awareness 

• Provide cultural training to NCC staff 

• Support residents with case management and release planning support 

Community Engagement (40%) 

• Liaise with corrections staff in identifying and referring Indigenous residents to appropriate program(s) 

• Plan and deliver cultural awareness activities that promote Indigenous cultural heritage and involve residents in traditional ceremonies; including, Talking Circles, Smudge, Pipe and Sweat Ceremonies 

• Provide cultural information sessions to NCC staff 

• Support relationships and connections to the local First Nations and Metis communities, families, and Indigenous Service Delivery agencies in support of reintegration into the communities. 

Perform other duties and projects as required and not limited to the responsibilities as mentioned.

What We’re Looking For:  

Qualifications: 

• Post-Secondary Diploma in Social Services or another relevant diploma.  

• Two years of recent, related work experience or an equivalent combination of education, training, and experience. 

• Knowledge of legislation and regulations related to Indigenous persons, including residential schools, the 60’s scoop, child and family welfare system, knowledge of indigenous cultures, services, ways of holism and recovery. 

• Working knowledge of cultural, policies, and procedures of indigenous governments as it relates to health and well-being services. 

• Proficient in verbal and written English at a professional level, with excellent communication and interpersonal abilities. 

• High proficiency in MS Office Suite (Excel, PowerPoint, Word, Outlook, SharePoint).  

• Criminal Record Check and Vulnerable Sector Check Clearance at the Institute.  

• Emergency First Aid certification is an asset.  

• Ability to manage confidential and sensitive information effectively and possess strong integrity.

• Indigenous North American ancestry/identity is a bona fide occupational requirement for this position. 

• Knowledge of Lelum practices and protocols.

Position Summary:  

The Position reports to Sr. Program Manager 

We are looking for Manager, Community Programs to provide operational leadership and oversight for the organization's community-based programs and services. The manager is responsible for the effective planning, coordination, implementation, and evaluation of assigned programs while ensuring high-quality, client-centered service delivery. This role provides leadership to front-line staff, oversees program operations, budgets, and staffing, fosters community partnerships, and ensures compliance with contractual, organizational, and accreditation standards. Through ongoing evaluation and continuous quality improvement, the Manager supports positive outcomes for clients, staff, and the organization. The position is in-person with no opportunities to work remotely.  

What You'll Be Doing: 

Program Implementation, Daily Operations & Evaluation (45%)  

• Lead the planning, implementation, coordination, and ongoing evaluation of assigned programs to ensure high-quality, client-centered service delivery aligned with accreditation and organizational standards.  

• Coordinate the daily operations of assigned programs, including scheduling, staff coverage, resource planning, and logistical coordination. 

• Implement and continuously enhance program models, curricula, workflows, policies, procedures, manuals, handbooks, and service delivery practices to support effective program delivery and align with organizational standards and emerging best practices. 

• Adapt program delivery as required, including providing direct service coverage or operational support during periods of staff absence, transition, or increased client demand. 

• Monitor program activities, service quality, and key performance indicators (KPIs) to assess effectiveness, identify trends, and support continuous quality improvement. 

• Collect, analyze, and interpret qualitative and quantitative program data, including client outcomes, service utilization, demographic trends, and participant feedback, to inform operational improvements and program enhancements. 

• Ensure compliance with contractual obligations, funder requirements, CARF accreditation standards, organizational policies, and reporting requirements. 

• Prepare accurate and timely monthly, quarterly, semi-annual, annual, and ad hoc reports for funders, senior leadership, and stakeholders. 

• Maintain accurate program documentation, records, and reporting systems in accordance with organizational policies and confidentiality standards. 

• Support strategic program planning by identifying priorities, setting measurable objectives, and implementing initiatives that strengthen program effectiveness and organizational impact. 

• Ensuring contract deliverables are meet as per the contract requirement.  

• Implement organizational policies, procedures, and operational standards within assigned programs, ensuring staff understand and consistently apply established practices. 

People Management (20%) 

• Provide day-to-day leadership, supervision, coaching, and support to employees, volunteers, facilitators, and contractors, fostering a positive, collaborative, and high-performing team environment. 

• Coordinate and execute recruitment, selection, onboarding, and orientation processes in accordance with organizational policies and staffing needs. 

• Conduct regular supervision meetings, performance evaluations, and performance development activities, providing timely coaching, feedback, and support to promote employee growth and accountability. 

• Oversee employee activities in accordance with organizational policies, procedures, collective bargaining agreements, and employment standards. 

• Manage, support, and develop frontline teams through coaching, mentorship, performance management, and professional development, fostering a culture of accountability, well-being, and service excellence. 

• Manage staffing processes, including recruitment, hiring, onboarding, transfers, leaves, accommodations, and terminations, in collaboration with Human Resources and senior leadership. 

• Coordinate and support staff, volunteer, and facilitator training, orientation, and ongoing professional development to ensure consistent service delivery and compliance with organizational standards. 

• Ensure compliance with organizational policies, HR practices, accreditation standards, and applicable legislation related to employees, volunteers, facilitators, and contractors. 

Budgeting & Resource Allocation (20%) 

• Review and approve program expenses in accordance with organizational policies and ensure all costs are accurately documented and reported. 

• Monitor program budgets to ensure expenditures align with approved allocations and funder requirements, flagging variances and recommending adjustments as needed. 

• Provide input into annual and program-specific budget development, and ensure effective allocation of resources (staff time, materials, and funding) to meet program objectives and maximize impact. 

• Support the preparation of financial reports for funders and management, ensuring compliance with funding agreements and organizational guidelines. 

• Research and identify grant opportunities, prepare proposals and reports, and manage all aspects of the grant application, stewardship, and reporting process, including budgets and financial reporting. 

Partnerships & Stakeholder Engagement (15%) 

• Establish, strengthen, and maintain collaborative relationships with community agencies, service providers, government stakeholders, and funding partners to support program delivery and growth. 

• Act as a key representative of the organization at community tables, coalition meetings, inter-agency networks, and public forums to promote program visibility and share organizational insights. 

• Administrative Support, including maintaining organized and accurate records, including program documentation, client data, partnership agreements, and internal communications, in accordance with privacy and reporting requirements. 

• Support the preparation and submission of grant proposals, funding applications, and narrative and statistical reports, ensuring deadlines and funder criteria are met. 

• Assist in program budget tracking, expense reconciliation, and resource allocation, working closely with program managers to ensure alignment with financial plans.

• Minimum of 3-5 years of progressive leadership experience in program management or a combination of equivalent related education and experience.  

• Bachelor's degree in Human Services, Social Sciences, or a related field, or an equivalent combination of education and experience. 

• And / or a combination of education, training, and experience equivalent to the above will be considered.

• Demonstrated experience leading, supervising, coaching, and developing multidisciplinary teams. 

• Experience managing community-based programs, including case management and client support services.  

• Ability to work independently and collaboratively in a fast-paced environment.  

• Proficient in verbal and written English at a professional level, with excellent communication, organization and interpersonal abilities.

Position Summary:  

We are seeking a passionate and resilient Indigenous Cultural Services Coordinator to join our team in a fast growing and dynamic environment. This role is pivotal in enhancing the cultural services provided to Indigenous residents, promoting healing, community engagement, and reconciliation at NCC. The Indigenous Cultural Liaison (ICL) provides the Indigenous lens and consults with staff and Indigenous residents at Nanaimo Correctional Centre (NCC) to provide/connect residents with a range of Indigenous specific supports. Using a culturally informed model that is rooted in harm reduction, the ICL walks alongside residents in their self-identified and self-determined goals for culture, connection/reconnection, and community integration; while advocating for access, rights, and Cultural Safety as needed.  

What You'll Be Doing: 

Cultural Services Development and Delivery (60%) 

• Identify, develop, and deliver Cultural Services that meet the needs of indigenous residents within the operational objectives of NCC. Cultural activities can include art, carving, sewing, beading, drumming, singing, healing circles, smudging, cedar brushing, or other ceremonies as approved by NCC. 

• Build a partnership with leadership and staff at NCC and incorporate Indigenous activities and services into agendas, committees, and meetings to support reconciliation 

• Provide counselling for Indigenous residents specifically related to spirituality and life skills  

• Provide a link between Indigenous residents and Elders for spiritual support 

• Meet with Indigenous residents as requested by Correctional staff or the residents themselves to assist in the development of viable release plans 

• Meet regularly with the Indigenous population within NCC, utilizing appropriate resources to provide guidance and instruction 

• Promotes improving outcomes for our Indigenous residents and community and inspires NCC staff to participate in programming to increase cultural awareness 

• Provide cultural training to NCC staff 

• Support residents with case management and release planning support 

Community Engagement (40%) 

• Liaise with corrections staff in identifying and referring Indigenous residents to appropriate program(s) 

• Plan and deliver cultural awareness activities that promote Indigenous cultural heritage and involve residents in traditional ceremonies; including, Talking Circles, Smudge, Pipe and Sweat Ceremonies 

• Provide cultural information sessions to NCC staff 

• Support relationships and connections to the local First Nations and Metis communities, families, and Indigenous Service Delivery agencies in support of reintegration into the communities.

Qualifications: 

• Post-Secondary Diploma in Social Services or another relevant diploma.

• Knowledge of legislation and regulations related to Indigenous persons, including residential schools, the 60’s scoop, child and family welfare system, knowledge of indigenous cultures, services, ways of holism and recovery.

About the Program:  

Guthrie Therapeutic Community (GTC) is a specialized four-month residential substance misuse treatment program serving adult males who are in provincial custody at Nanaimo Correctional Centre. This 48-bed therapeutic community, separate from the rest of the correctional center, combines work, treatment, counselling and behavioral modelling to address the root causes of addiction and give residents a chance at a new beginning.   

Since 2007, John Howard Society of Victoriahas partnered with BC Corrections to deliver this unique program, the first therapeutic community to operate in a Canadian correctional facility. Nanaimo Correctional Centre, located at 3945 Biggs Road, and operated by the province, houses individuals awaiting trialorserving a custodial sentence under two years.   

Position Summary:  

The Position reports to Manager, Therapeutic Program  

The Peer Counsellor plays a vital role in supporting residents on their journey of addiction recovery. Drawing on “lived experience”—firsthand knowledge gained through overcoming challenges such as addiction, homelessness, mental health struggles, or justice system involvement—the Peer Counsellor offers guidance, support, and inspiration rooted in genuine understanding. By modeling what successful recovery and stability can look like, the Peer Counsellor actively engages in group activities, pre-release planning, one-to-one support, community engagement, and outreach efforts. This is an in-person role with no opportunity for remotely. 

What You'll Be Doing: 

Client / Resident Support (80%) 

• Provide daily guidance and clinical support to residents within the Therapeutic Community Program, promoting recovery, emotional safety, and overall well-being. 

• Deliver person-centered, trauma-informed, and culturally responsive assessments, therapeutic interventions, case management, and referrals to internal or community-based supports. 

• Conduct comprehensive Needs Assessments and Intake Assessments to co-develop individualized service or treatment plans in collaboration with residents and the Case Management team. 

• Facilitate group and individual peer counseling sessions, with an emphasis on accountability, emotional regulation, and "Right Living" principles. 

• Promote resident accountability through "Right Living Concepts", supporting peer-led initiatives, peer-led activities, and foster accountability among residents. 

• Facilitate psychoeducational groups and therapeutic activities focused on addiction recovery, relapse prevention, emotional self-regulation, and goal setting. 

• Collaborate with a multidisciplinary team to deliver comprehensive care for residents.  

• Facilitate and document resident interventions, including peer or staff-initiated encounters; provide mediation and conflict resolution support between residents to promote a safe, accountable, and respectful living environment. 

• Provide post-release support and follow-up with alumni clients, including check-ins, accompaniment to services, goal tracking, and progress monitoring. 

• Assist in crisis intervention and de-escalation as needed to ensure resident safety. 

• Participate in intake interviews and orientation of new residents, providing initial assessment and support. 

• Enforce program rules and expectations in a manner consistent with Therapeutic Community principles and in alignment with correctional guidelines. 

• Stay informed about current research, best practices, and evidence-based approaches in addiction treatment techniques. 

• Support residents in transition and discharge planning, including relapse prevention, aftercare referrals, and community reintegration support. 

Reporting and documentation (20%) 

• Maintain accurate and confidential documentation of resident progress and treatment interventions. 

• Manage a caseload that includes case file work and writing resident reports, such as termination/discharge, incidents, or referrals. 

• Maintain all case notes and updates in accordance with the Society and BC Corrections requirements.

About the Program:  

Veterans Housing Supports Program(VHSP) program provides housing and wraparound support to veterans and retired RCMP officers who are experiencing or at risk of homelessness. Our program focuses on individualized support services to improve integration and connectedness to support structures, including housing attainment, rental assistance, basic needs, and access to counselling or treatment. Grounded in trauma-informed and culturally responsive care, participants are supported through service planning, case management, and optional one-on-one or group counselling, with the aim of fostering stability, dignity, and community connection. 

Position Summary:  

The Position reports to Manager, Community Programs 

We are looking an empathic and client-centric Veteran Peer Counsellor plays a vital role in guiding and supporting Veterans in the Program. Drawing on lived experience (firsthand knowledge gained through shared experiences of clients), the Veteran Peer Counsellor offers guidance, support and resources to improve client's overall well-being. The Peer Counsellor offers guidance, support, and inspiration rooted in genuine understanding. By modeling what successful reintegration into civilian life can look like, the Peer Counsellor actively engages in facilitating group activities, one-to-one support, community engagement, and outreach efforts to increase awareness of the program. This is an in-person role with no opportunity for remotely.  

What You'll Be Doing: 

Client  Support (60%) 

• Provide guidance and support to residents within the Veteran Housing Support Program, promoting emotional safety, access to community resources and overall well-being. 

• Facilitate group and individual peer counseling sessions, with an emphasis on accountability, emotional regulation, education and peer support networks.  

• Deliver person-centered, trauma-informed, and culturally responsive assessments, therapeutic interventions, case management, and referrals to internal or community-based supports. 

• Conduct comprehensive Needs Assessments and Intake Assessments to co-develop individualized service plans in collaboration with the Veteran and the Veteran Housing Outreach Workers 

• Deliver crisis intervention, de-escalation support, and emotional stabilization services as needed, including safety planning for those at risk of self-harm, suicide, or relapse. 

• Collaborate with veterans and liaise with external partners such as Veterans Affairs Canada (VAC) and Partners in Canadian Veterans Rehabilitation Services (PCVRS) Consultants to provide comprehensive wrap-around support.  

• Collaborate with veterans to establish realistic and measurable goals and strategies for life skills, personal growth, resilience, and successful reintegration into civilian life.  

• Provide ongoing assessment of risk related to mental health, suicide, substance use, and other high-risk behaviors; document and report in alignment with professional and organizational standards.  

• Use trauma-informed, strengths-based, and culturally responsive practices in all counseling and case planning activities.  

• Stay informed about current research, best practices, and policies related to veteran issues, and apply this knowledge to inform program development and service delivery.    

• Participate in regular case consultations with the outreach team to coordinate care and ensure alignment of support strategies.  

• Initiate and support discharge planning processes, ensuring smooth transitions for clients who are completing services or no longer eligible for the program.  

Outreach and Community Engagement  (20%) 

• Create and maintain partnerships with external community agencies to facilitate cross-referrals and knowledge of services. 

• Design and execute creative outreach campaigns—both online and in-person—to introduce the program to new audiences and deepen engagement with existing ones. 

• Attend awareness and networking events such as fairs and expos on behalf of the program. 

• Monitor and analyze engagement metrics to refine outreach tactics and maximize impact. 

• Identify and leverage seasonal, cultural, or industry-specific moments to spotlight the program in relevant conversations. 

Documentation and Reporting (20%) 

• Maintain accurate, detailed, and up-to-date records of individualized treatment plans, consent forms, risk assessments, and discharge summaries, in accordance with organizational policies and applicable privacy legislation (e.g., FOIPPA, PIPA). 

• Prepare monthly narrative and statistical reports summarizing client caseloads, presenting issues, service delivery trends, and therapeutic outcomes to support internal reporting and continuous program improvement. 

• Maintain thorough, and timely case notes following each session or significant client interaction. 

• Contribute to quarterly and annual program evaluations by synthesizing data, identifying patterns in client needs, and making recommendations for service enhancements. 

• Track and report on referrals made to external professionals, including reasons for referral and continuity of care outcomes.

The Position reports to Manager, Residential Programs 

We are seeking an enthusiastic Casual Support Worker to join our dynamic team. This role involves supporting residents in a structured environment through conducting rounds, managing documentation, and maintaining facility cleanliness. It requires monitoring compliance with rules, fostering positive interactions, and addressing individual needs via action plans. Building relationships with community agencies is essential for effective client support and ensuring safety and accountability. This is an in-person role with no opportunity to work remotely.   

What You'll Be Doing: 

Administration (40%) 

• Conduct and document rounds and bed checks at irregular intervals, a minimum of two times during each shift at Manchester House, Gelling Manor, and Maxfield House. 

• Answer phones, greet the public and visitors with discretion. 

• Access and maintain/ update documentation on SharePoint. 

• Attend employees’ meetings as required. 

• Review memos of the operation of the House and keep abreast of new developments relating to the Correctional Service of Canada and the Provincial Health Services Authority.

Responsibilities include facilitating community integration through structured activities, developing tailored Resident Action Plans, and ensuring access to medication while assisting with budgeting, grocery shopping, and other life skills. Community engagement with Parole Officers and Case Managers is crucial for advocating residents' independence. This is an in-person role with no opportunity to work-from home.   

What You'll Be Doing: 

Client Support (30%) 

• Establish positive communication with and maintain rapport with each resident. 

• Develop, implement and sustain a Resident Action and Service Plan suitable to the proposed resident, and encourage the resident's interest and participation. (in line with the internal case management framework) 

• Meet weekly (minimum) with each resident on the caseload and record keep these interactions on CAMS administrative program. 

• Assist residents with their general needs, including facilitating referrals to community agencies such as JHSV Employment Programs.
