About the Program:  

Veterans Housing Supports Program(VHSP) program provides housing and wraparound support to veterans and retired RCMP officers who are experiencing or at risk of homelessness. Our program focuses on individualized support services to improve integration and connectedness to support structures, including housing attainment, rental assistance, basic needs, and access to counselling or treatment. Grounded in trauma-informed and culturally responsive care, participants are supported through service planning, case management, and optional one-on-one or group counselling, with the aim of fostering stability, dignity, and community connection. 

Position Summary:  

The Position reports to Manager, Community Programs 

We are looking an empathic and client-centric Veteran Counsellors to play a vital role in guiding and supporting Veterans in the Program. The Counsellor, is responsible for guiding and supporting veterans in the program, providing them with the necessary resources and assistance to improve their overall well-being. The role involves delivering emotional support, crisis response, coordinating support programs, facilitating group events, increase awareness of the program in the community  and advocating for veterans' needs within the organization and the community. This is an in-person role with no opportunity for remote work. 

What You'll Be Doing: 

Client Services (40%) 

• Works in collaboration with the client to conduct a needs assessment, and then formulate a comprehensive service plan that is reviewed and modified with client on a regular basis.  

• Conduct intake assessments and individual counseling sessions with veterans to assess their needs, identify challenges, and provide crisis support while developing individualized treatment and recovery plans. 

• Provide 1:1 clinical or therapeutic counseling to veterans using evidence-based, trauma-informed approaches such as CBT, DBT, motivational interviewing, and narrative therapy, tailored to the needs of each individual using evidence-based therapeutic interventions to address veterans’ mental health concerns, including post-traumatic stress disorder (PTSD), anxiety, depression, operational stress injuries, and substance abuse.  

• Deliver crisis intervention, de-escalation support, and emotional stabilization services as needed, including safety planning for those at risk of self-harm, suicide, or relapse. 

• Facilitate short-term and ongoing therapy depending on client needs and funding availability, with clear treatment goals and outcome tracking. 

• Collaborate with veterans and liaise with Veterans Affairs Canada (VAC) and Partners in Canadian Veterans Rehabilitation Services (PCVRS) Consultants to provide comprehensive wrap-around support. 

• Collaborate with veterans to establish realistic and measurable goals and strategies for life skills, personal growth, resilience, and successful reintegration into civilian life. 

• Provide ongoing assessment of suicide risk, mental health stability, and monitor for any problematic substance use, behavioral addictions, or signs of relapse. 

• Use trauma-informed, strengths-based, and culturally responsive practices in all counseling and case planning activities. 

• Stay informed about current research, best practices, and policies related to veteran issues, and apply this knowledge to inform program development and service delivery.   

• Participate in regular case consultations with the outreach team to coordinate care and ensure alignment of support strategies. 

• Initiate and support discharge planning processes, ensuring smooth transitions for clients who are completing services or no longer eligible for the program. 

Coordinate Support Programs (20%) 

• Develop and implement support programs specifically designed to address the unique needs of veterans, such as group counseling sessions, peer support networks, and educational workshops.  

• Collaborate with internal staff and external partners to ensure a comprehensive range of services is available to veterans, including housing assistance, employment support, education and training opportunities, and access to healthcare services.  

• Monitor and assess ongoing risk related to mental health, suicide, substance use, and other high-risk behaviors; document and report in alignment with professional and organizational standards. 

• Refer clients to appropriate external clinical professionals (e.g., psychologists, psychiatrists, detox, trauma specialists) when care needs exceed program scope or duration. 

Outreach and Community Engagement  (20%) 

• Contact and maintain partnerships with external community agencies to facilitate cross-referrals and knowledge of services. 

• Design and execute creative outreach campaigns—both online and in-person—to introduce the program to new audiences and deepen engagement with existing ones. 

• Attend awareness and networking events such as fairs and expos on behalf of the program. 

• Monitor and analyze engagement metrics to refine outreach tactics and maximize impact. 

• Identify and leverage seasonal, cultural, or industry-specific moments to spotlight the program in relevant conversations.                      

Documentation and Reporting (20%) 

• Maintain accurate, detailed, and up-to-date records of counseling sessions, clinical assessments, individualized treatment plans, consent forms, risk assessments, and discharge summaries, in accordance with organizational policies, clinical best practices, and applicable privacy legislation (e.g., FOIPPA, PIPA). 

• Prepare monthly narrative and statistical reports summarizing client caseloads, presenting issues, service delivery trends, and therapeutic outcomes to support internal reporting and continuous program improvement. 

• Maintain thorough, timely, and clinically sound case notes following each session or significant client interaction, ensuring documentation accurately reflects therapeutic interventions, risk assessments, client progress, and any follow-up or referrals made. 

• Contribute to quarterly and annual program evaluations by synthesizing clinical data, identifying patterns in client needs, and making recommendations for service enhancements. 

• Track and report on referrals made to external clinical professionals, including reasons for referral and continuity of care outcomes. 

Perform other duties and projects as required and not limited to the responsibilities as mentioned.

What We’re Looking For:  

Qualifications: 

• Bachelor’s degree in Psychology, Social Work, Human Services, or a related field, with a minimum of 2 years of relevant or transferable experience working with individuals facing complex needs. A Master’s degree is considered an asset.  

• Trained in a number of evidence-based therapies that treat trauma such as, but not limited to EMDR, CPT, PE. 

• Knowledge or experience working with Veterans Affairs is an asset. 

• Someone with a passion for and interest in working with vulnerable veterans is an asset 

• Proficient in verbal and written English at a professional level, with excellent communication, organization and interpersonal abilities. 

• High proficiency in MS Office Suite (Excel, PowerPoint, Word, Outlook, SharePoint) and case management systems. 

• Criminal Record Check. 

• Valid Class 5 Driver’s License and access to a reliable vehicle, insured for business up to $5,000,000 for liability, and which can be used to transport clients. 

• Emergency First Aid certification is an asset. 

• Ability to manage confidential and sensitive information effectively and possess strong integrity. 

Skills and Competencies: 

• Experience in developing effective service plans through interviews with veterans and families if applicable 

• Experience writing assessments detailing social, psychological, emotional, and behavioural issues affecting veterans and maintain clinical records and reports. 

• Utilize clinical assessments within scope of practice through client self-assessments and reports by other service providers to monitor progress. 

• Ability to build rapport and establish relationships.  

• Ability to facilitate psychoeducational, experiential and process group sessions and engage veterans in meaningful discussions. 

• Strong assessment and case management skills. 

• Ability to work collaboratively within a multidisciplinary team. 

• Compassion, empathy, and a non-judgmental attitude. 

• Cultural competence and ability to work with a diverse population. 

• Ability to maintain professional boundaries and adhere to ethical guidelines. 

• Maintain knowledge related to relevant issues regarding treatment for veterans in the areas of trauma, addiction, mental health, and traumatic brain injuries in ongoing professional development. Experience dealing with VAC an asset. 

• Awareness of military culture and unique challenges that veterans face.

About the Program:  

Employment program supports persons with self-identified disabilities who are experiencing barriers to employment. The objective of the program is to prepare participants to acquire new skills and enhance existing skills, so they find long term success in finding and keeping good jobs and contributing to healthy, inclusive society. Participants receive the skills and support to help in preparing for, finding, and keep good jobs or becoming self-employed, or advancing in their careers, or taking on new or greater responsibilities. 

Position Summary:  

The Position reports to Sr. Program Manager 

We are looking for Program Manager of Employment Services to lead the design, implementation, and continuous quality improvement of inclusive employment programs that support participants in achieving meaningful and sustainable employment outcomes in a fast paced and dynamic environment. This role provides operational leadership to ensure programs are delivered effectively, meet contractual deliverables, and achieve measurable results for participants.  

The manager is responsible for driving program performance by monitoring targets, analyzing program data, and implementing strategies that improve employment placement outcomes and service quality. They ensure strong compliance with funder requirements, organizational policies, and reporting standards while maintaining oversight of day-to-day program operations. Working closely with staff, the manager sets clear performance expectations, provides coaching and support to strengthen service delivery, and ensures services are delivered in a structured, accountable, and results-focused manner.  

The role also involves strengthening community partnerships, supporting employer engagement, and overseeing the recruitment and onboarding of program staff. The position is in-person with no opportunities to work remotely.  

What You'll Be Doing: 

Program Development (30%) 

• Designing and maintaining effective and inclusive employment programs that support participants in achieving meaningful and sustainable employment outcomes. 

• Supporting the overall strategic direction of the programs and organization while ensuring alignment with funder contracts, program deliverables, and performance targets. 

• Collaborating with other employees’ members, especially regarding potential referrals and coordinated service delivery across programs. 

• Identifying and developing related program opportunities available to individuals in the community that strengthen employment pathways and program outcomes. 

• Implementing and promulgating policies and procedures, including developing appropriate manuals, brochures, and handbooks. 

• Responsible for the implementation and execution of the strategic plan for the Society, focusing on management-level oversight and coordination to ensure alignment with organizational goals and objectives. 

Outcome Management and Reporting (20%) 

• Collaborate with the employment team to develop and implement strategies that improve program performance and employment outcomes. 

• Participate in meetings and workshops to review program performance and identify improvements. 

• Collect and analyze data related to program outcomes, including participant demographics, employment rates, and retention statistics. 

• Develop and manage databases to track program metrics and key performance indicators to ensure compliance with funder guidelines. 

• Complete corrective action plans to achieve desired outcomes efficiently. 

• Monitor program performance against contractual targets and identify opportunities to strengthen employment placement outcomes. 

Program Management (20%) 

• Ensuring full compliance with funder's guidelines, including agreed-upon goals, contract deliverables, success measurement steps, and timelines. 

• Ensuring contract deliverables are met and monitored as per the contract requirement.  

• Reporting monthly, quarterly, semi-annually and annual program reporting to funders and organizational leadership. 

• Ensuring the program and documentation remain compliant with CARF standards, funder requirements, and organizational policies. 

• Providing operational oversight to ensure program services are delivered effectively, consistently, and in alignment with contractual obligations. 

Community Engagement, Outreach & Partnership Development (10%) 

• Maintaining effective working relationships with related community services, government stakeholders, and agencies. 

• Being knowledgeable about related agencies for effective client referrals and support, particularly those within the respective communities. 

• Overseeing processes to support the recruitment and welcoming of new members and community partners. 

• Building and maintaining relationships with key stakeholder groups, including members, community partners, and volunteers to strengthen employment opportunities and referrals. 

• Developing and maintaining engagement activities. 

Job Development & Employer Partnerships (10%) 

• Develop and lead employer engagement strategies to create sustainable employment opportunities for program participants by assessing the employer needs and gaps.  

• Identify labour market trends and employer needs to align program participants with in-demand employment opportunities.. 

• Promote employment programs to employers, including the benefits of hiring program participants and accessing available supports such as wage subsidies. 

• Support the development of hiring initiatives such as employer information sessions, hiring events, and job fairs to expand employment opportunities for participants. 

People Management (10%) 

• Providing support and guidance to the team while establishing clear expectations for service delivery and program outcomes. 

• Hiring, supervising, evaluating, transferring, and terminating employees and/or contractors as necessary in accordance with relevant agreements and policies. 

• Providing oversight and direction to employees in accordance with organization policies, procedures, and collective bargaining agreements. 

• Coaching, mentoring, performance management, and developing team members to ensure services are delivered in a structured, accountable, and outcome-focused manner.

Position Summary:  

The Position reports to Director, Business and Corporate Services 

We are looking for a strong and pro-active Manager to oversee the daily functioning and compliance of our corporate support systems across the organization. Acting as a bridge between corporate services and program teams, this role ensures operational best practices, document control, facilities compliance, and system integrations are uniformly applied. The Manager drives continuous improvement initiatives, operational monitoring, and audit readiness to support organizational accountability, accreditation requirements, and risk mitigation. This role does not supervise program delivery staff or override program clinical/service decisions, however provides operational guidance and compliance support while establishing organizational standards that enable programs. The position is in-person with no opportunities to work remotely.  

What You'll Be Doing: 

Business Operations Management (30%) 

• Lead daily business operations across administration, systems, facilities coordination, and operational services to ensure seamless corporate support. 

• Implement and maintain standardized operational workflows, SOPs, and internal service delivery standards across departments and sites. 

• Coordinate cross-functional operational needs and ensure consistent application of operational controls and safety protocols. 

• Oversee facilities compliance documentation, inspection tracking, asset management, and emergency readiness across sites.  

Program Compliance, Audit & Accreditation Support (20%)

Employment program supports persons with self-identified disabilities who are experiencing barriers to employment. The objective of the program is to prepare participants to acquire new skills and enhance existing skills, so they find long term success in finding and keeping good jobs and contributing to healthy, inclusive society. Participants receive the skills and support to help in preparing for, finding, and keep good jobs or becoming self-employed, or advancing in their careers, or taking on new or greater responsibilities. 

Position Summary:  

The Position reports to Manager, Employment Programs 

We are looking an enthusiastic and pro-active Employment Outcomes Specialist to operate within a fast-paced, dynamic environment, with a strong focus on achieving measurable employment outcomes and meeting program deliverables. This role is responsible for driving client progress from intake through to sustainable employment, ensuring that all activities are aligned with outcome targets, contract requirements, and organizational standards. 

The specialist provides comprehensive oversight of the client journey, including career coaching, job search activities, workshop participation, and coordination with employers and community partners. Emphasis is placed on tracking progress, identifying barriers early, and implementing targeted strategies to support successful employment placements. 

In addition to direct client support, the role requires data management and performance monitoring. The Employment Outcomes Specialist maintains accurate and timely documentation, analyzes program data, and contributes to reporting processes that measure effectiveness, inform continuous improvement, and ensure accountability to funders.

What You'll Be Doing: 

Client Support and Case Management (45%) 

• Conduct comprehensive intake and ongoing assessments to identify barriers, employment goals, and readiness for sustainable employment. 

• Provide individualized, outcomes-driven coaching to support job readiness, including resume development, interview preparation, and skill-building aligned with labour market demand. 

• Develop and implement targeted employment action plans, with clear milestones and timelines tied to placement and retention outcomes. 

• Actively move clients through the employment lifecycle, from intake to job placement and retention, ensuring consistent progress toward program targets. 

• Facilitate employment-focused workshops and training sessions that build job readiness skills, including resume development, interview preparation, workplace expectations, and job search strategies, ensuring content is aligned with current labour market demands and participant needs. 

• Provide intensive, hands-on support during work experiences and initial employment phases to ensure successful job attachment and retention, reinforcing workplace expectations.  

• Conduct structured follow-ups at 30, 60, and 90 days post-placement to monitor employment stability, address challenges, and support retention outcomes. 

• Identify and respond to barriers in real-time, adjusting intervention strategies to maintain momentum toward employment goals. 

• Facilitate participant supports as required, including transportation coordination, access to necessary work equipment or certifications, job search activities such as resume submission, online applications, and employer follow-ups.  

• Maintain accurate and timely documentation of all client interactions, employment outcomes, and progress in the client management system. 

Program Reporting and Performance Tracking (20%) 

• Maintain accurate, up-to-date client files in alignment with accreditation standards and funder requirements. 

• Track and analyze client progress, employment placements, and retention outcomes using internal systems. 

• Prepare and submit reports on program performance, including key metrics such as employment rates, retention, and participant engagement for both internal and funder requirements.

Employer & Facilitator Development and Coordination (15%)

• Provide ongoing employer support to ensure successful onboarding, integration, and retention of participants in the workplace.

About the Program:  

The Community Residential Facilities consists of 4 properties that support individuals being supervised on conditional release from an institution or a forensic psychiatric hospital. The program operates 24/7 with support staff and is guided by services being accessible and client-focused. We work from a client- centered, strengths-based perspective and use a relationship-building approach. We believe that people are experts on their own lives, and promoting positive change enables them to grow in the way they envision.   

Position Summary:  

The Position reports to Manager, Residential Programs 

We are seeking a dedicated Forensic Caseworker to join our dynamic team. This role provides essential support to residents transitioning from the Forensic Psychiatric Hospital, and managing a caseload. Responsibilities include facilitating community integration through structured activities, developing tailored Resident Action Plans, and ensuring access to medication while assisting with budgeting, grocery shopping, and other life skills. Community engagement with Parole Officers and Case Managers is crucial for advocating residents' independence. This is an in-person role with no opportunity to work-from home.   

What You'll Be Doing: 

Client Support (30%) 

• Establish positive communication with and maintain rapport with each resident. 

• Develop, implement and sustain a Resident Action Plan suitable to the proposed resident, and encourage the resident's interest and participation. 

• Meet weekly (minimum) with each resident on the caseload and record keep these interactions on CAMS administrative program. 

• Assist residents with their general needs, including facilitating referrals to community agencies such as JHSV Employment Programs. 

• Provide access to prescribed medication as needed and follow the medication management policy. 

• Regular contact and communication updates with the parole officer and case manager of forensic clinic for each resident. 

• Ensure the organization and house health and safety measures to ensure client safety. Ensure that the physical facilities fulfill all fire, health and safety regulations. 

• Monitor residents for substance misuse violations and breaches of conditions set by the Parole Board of Canada and/or the BC Review Board; ensure violations are recorded and reported to the Parole Officer or Forensic Case Manager. 

Administration (30%) 

• Conduct and document rounds and bed checks at irregular intervals, a minimum of two times during each shift at Manchester House, Gelling Manor, and Maxfield House. 

• Answer phones, greet the public and visitors with discretion. 

• Attend monthly staff meetings and weekly case conferences.  

• Read all memos about the operation of the House and keep abreast of new developments relating to the Correctional Service of Canada and Provincial health Services Authority. 

• Maintain daily office procedures to ensure smooth operations. 

• Manage a caseload of up to 10 residents, maintaining accurate in-house files and case notes using the CAMS administrative program. 

• Review flimsy files and protected OMS information for all residents. 

• Collaborate with residents to develop Resident Action Plans and write monthly progress reports for each resident. 

• Enter reports on the Offender Management System (OMS) and CAMS. 

• Ensure ongoing collection of resident evaluations. 

• Complete on-going training as required as a part of job role. 

• Access and maintain/ update documentation on SharePoint. 

• Conduct menial house tasks such as laundry, mopping/sweeping, organizing supply area, recycling etc.  

• Follow working alone (safety line) procedures for check-ins. 

House Management (20%) 

• Ensure the house is attended and remain awake throughout the duration of the shift. 

• Report any management concerns and violations of house rules, curfews, or policies by residents to the Manager of Residential Programs. 

• Actively participate as a member of the caseworker support team, sharing information related to residents' concerns and directing them to appropriate resources. 

• Pack personal property of suspended or unlawfully absent residents and prepare a detailed written inventory. 

• Maintain the facility as a clean, pleasant, and safe environment for all residents. 

Community Engagement (10%) 

• Maintain and facilitate working relationships with Parole Officers, Case Managers, local police

About the Program:  

The Community Residential Facilities consists of 4 properties that support individuals being supervised on conditional release from an institution or a forensic psychiatric hospital. The program operates 24/7 with support staff and is guided by services being accessible and client-focused. We work from a client- centered, strengths-based perspective and use a relationship-building approach. We believe that people are experts on their own lives, and promoting positive change enables them to grow in the way they envision.   

Position Summary:  

The Position reports to Manager, Residential Programs 

We are seeking an enthusiastic Casual Support Worker to join our dynamic team. This role involves supporting residents in a structured environment through conducting rounds, managing documentation, and maintaining facility cleanliness. It requires monitoring compliance with rules, fostering positive interactions, and addressing individual needs via action plans. Building relationships with community agencies is essential for effective client support and ensuring safety and accountability. This is an in-person role with no opportunity to work remotely.   

What You'll Be Doing: 

Administration (40%) 

• Conduct and document rounds and bed checks at irregular intervals, a minimum of two times during each shift at Manchester House, Gelling Manor, and Maxfield House. 

• Answer phones, greet the public and visitors with discretion. 

• Access and maintain/ update documentation on SharePoint. 

• Attend employees’ meetings as required. 

• Review memos of the operation of the House and keep abreast of new developments relating to the Correctional Service of Canada and the Provincial Health Services Authority. 

• Record pertinent resident information in the Duty Logbook and on the online Case Administration Management System  

• Record House maintenance and shift rounds in the Duty Logbook 

• Undertake special assignments as required by the Manager of Residential Programs and Program Coordinator 

• Conduct menial house tasks such as laundry, mopping/sweeping, organizing supply area, recycling etc.  

• Record pertinent information in the Duty Logbook and online Case Administration Management System. 

• Check resident sign in/out sheets to ensure accuracy. 

• Follow working alone (safety line) procedures for check-ins. 

House Management (30%) 

• Ensure the house is not left unattended by employees and remain awake for the duration of the shift. 

• Ensure the office and House are clean and organized. 

• Initiate contact with the National Monitoring Centre, Victoria Parole Office, Victoria Forensic Clinic, and Victoria Police when necessary. 

• Advise the Manager of Residential Programs and Program Coordinator of concerns regarding House management or residents, including infractions of House rules, curfews, or policies. 

• Monitor curfew regulations and report infractions to appropriate authorities. 

• Monitor residents for substance misuse violations and breaches of conditions set by the Parole Board of Canada and/or the BC Review Board; ensure violations are recorded and reported to the Parole Officer or Forensic Case Manager. 

• Maintain a well-rounded team environment, including shift debriefing and effective communication. 

Client support (20%) 

• Establish positive communication with and maintain rapport with each resident 

• Develop, implement and sustain a Resident Action Plan suitable to the proposed resident, and encourage the resident's interest and participation 

• Meet weekly (minimum) with each resident on the caseload 

• Assist with the general needs of the residents 

Community Engagement (10%) 

• Maintain and facilitate working relationships with Parole Officers, Case Managers, local police 

Perform other duties and projects as required and not limited to the responsibilities as mentioned.

What We’re Looking For:  

Qualifications: 

• Minimum of 2 years certificate in a relevant field (Bachelor’s Degree preferred). 

• Experience working with vulnerable populations, including those with mental health, addictions, and developmental disabilities.  

• Proficient in verbal and written English at a professional level.   

• Criminal Record Check and Correctional Service of Canada Enhanced Security Check. 

• Emergency First Aid certification is an asset.  

• Ability to manage confidential and sensitive information effectively and possess strong integrity.. 

Skills and Competencies: 

• The skills to understand the use of authority in supervision and to intervene effectively in crises. 

• Experience in case management, including effectively managing client case notes. 

• The skills to intervene effectively in crises and Knowledge of community resources.  

• Ability to understand the dynamics of offender’s behavior and assess their needs and risks.
