About the Program 

Intensive Support Supervision Program (ISSP) program is for female identifying youth (ages 12-17) in Victoria and the surrounding area. This dedicated program for young persons is a community-based alternative to custody that incorporates rehabilitative interventions and support services specific to the individual youth. The intent of the program is to provide an effective sanction that enables the young person to remain in the community and avoid custodial placement, decrease recidivism, and subsequently enhance the safety of the community.    

About the Role 

As a Youth Outreach Worker, you will be responsible for providing support, supervision, and service coordination to youth and their families referred by local probation officers, in accordance with Ministry guidelines. The primary focus is to assist youth in developing healthy functioning in education, work, and family environments. This is a community-based position that requires travel throughout Greater Victoria and includes direct one-on-one youth support in schools, homes, community settings, and JHSV offices and no opportunity to work remotely. 

What You'll Do 

Youth Support and Advocacy (40%) 

• Support the young person's participation in required or voluntary rehabilitation and intervention programs, e.g. addictions counselling, youth forensic treatment, Youth Substance Abuse Management , Program, Youth Violence Intervention Program, life skills, social skills, etc.   

• Assist the young person in fulfilling court-ordered reparative conditions, including community service and compensation to victims. 

• Identify and engage youth in structured recreational, cultural, and community-based activities that build connection, identity, and resilience, and intentionally reduce association with high-risk or antisocial peers. 

• Act as a consistent mentor, advocate, and pro-social role model, building a strong, trust-based relationship with the young person rooted in empathy, accountability, and trauma-informed practice. 

• Support the young person’s sustained engagement in school, vocational training, or employment, including assisting with school re-entry, liaising with educators or employers, and advocating for accommodations when necessary. 

• Work flexible hours including weekends and evenings to accommodate program and client needs.  

• Accompany/provide transportation for youth to appointments, programs, or community events as needed to reduce barriers to access and model healthy community participation. 

• Identify and respond to emerging safety or mental health concerns using nonviolent crisis intervention and appropriate escalation protocols. 

Supervision and Compliance (30%) 

• Develop, in consultation with the supervising probation officer, a detailed supervision and support plan within a specified timeframe. 

• Monitor compliance with community supervision terms, and support the youth in understanding and following the conditions of their community supervision, including providing reminders, encouragement, and check-ins to promote accountability and reduce the risk of breaches. 

• Report all known instances of the young person's non-compliance with the conditions of community supervision to the supervising probation officer or directly to the police, the latter being subject to locally established protocols or pre-authorized approval of the supervising probation officer.   

• Provide statements or appear in court as a witness if required. 

• Maintain ongoing contact with parent/caregivers, providing advice and assistance, including a range of counselling techniques, mediation and, as required, crisis intervention in order to maintain family integrity and residence stability.   

Collaboration and Reporting (30%) 

• Collaborate and actively contribute to the development, review, and adjustment of the youth’s case plan in partnership with the supervising probation officer and other team members. 

• Complete accurate and timely documentation, including contact notes, progress updates, incident reports, and monthly summaries in accordance with MCFD and Society requirements. 

• Provide monthly client reports, internal program reports, and other reports as needed to the JHS designate.  

• Represent the agency in the community and maintain positive relationships with other organizations. 

• Participate in Integrated Case Management (ICM) meetings, school meetings, and community case conferences as required. 

• Maintain confidentiality and adhere to all legal and ethical guidelines regarding client privacy and information sharing. 

• Link the young person with ongoing, non-governmental community supports, e.g. community mentors, volunteers, church groups, youth support groups, etc.   

Perform other duties and projects as required and not limited to the responsibilities as mentioned.

What We’re Looking For:  

Qualifications: 

• Minimum of a (2) year diploma in diploma in social work or child and youth care, an asset.  

• Two (2) years related experience which should include:  

  • Experience in providing support and supervision to high-risk youth who may be violent and may be participating in a non-voluntary program in a community based setting. 

  • Experience in providing crisis intervention.  

  • Knowledge of, and experience with, the Youth Criminal Justice Act and youth corrections  

• Proficient in verbal and written English at a professional level, with excellent communication, organization and interpersonal abilities. 

• High proficiency in MS Office Suite (Excel, PowerPoint, Word, Outlook, SharePoint) and case management systems. 

• Criminal Record Check and Vulnerable Persons Check. 

• Valid Class 5 Driver’s License and access to a reliable vehicle, insured for business up to $5,000,000 for liability, and which can be used to transport clients.  

• Carry provided cell phone to facilitate your contact with clients.  

• Emergency First Aid certification is an asset.  

• Ability to manage confidential and sensitive information effectively and possess strong integrity.

What You'll Do 

Client Support (30%) 

• Establish positive communication with and maintain rapport with each resident. 

• Develop, implement and sustain a Resident Action and Service Plan suitable to the proposed resident, and encourage the resident's interest and participation. (in line with the internal case management framework) 

• Meet weekly (minimum) with each resident on the caseload and record keep these interactions on CAMS administrative program. 

• Assist residents with their general needs, including facilitating referrals to community agencies such as JHSV Employment Programs. 

• Provide access to prescribed medication as needed and follow the medication management policy. 

• Regular contact and communication updates with the parole officer for each resident. 

• Ensure the organization and house health and safety measures to ensure client safety. Ensure that the physical facilities fulfill all fire, health and safety regulations. 

• Monitor residents for substance misuse violations and breaches of conditions set by the Correctional Service of Canada; ensure violations are recorded and reported to the Parole Officers. 

Administration (30%) 

• Conduct and document rounds and bed checks at irregular intervals, a minimum of two times during each shift at Princess location. 

• Answer phones, greet the public and visitors with discretion. 

• Attend monthly staff meetings and weekly case conferences.  

• Read all memos about the operation of the House and keep abreast of new developments relating to the Correctional Service of Canada. 

• Maintain daily office procedures to ensure smooth operations. 

• Manage a caseload of up to 10 residents, maintaining accurate in-house files and case notes using the CAMS administrative program. 

• Review flimsy files and protected OMS information for all residents. 

• Collaborate with residents to develop Resident Action Plans and write monthly progress reports for each resident. 

• Enter reports on the Offender Management System (OMS) and CAMS. 

• Ensure ongoing collection of resident evaluations. 

• Complete on-going training as required as a part of job role. 

• Access and maintain/ update documentation on SharePoint. 

• Conduct menial house tasks such as laundry, mopping/sweeping, organizing supply area, recycling etc.  

• Follow working alone (safety line) procedures for check-ins. 

House Management (20%) 

• Ensure the house is attended and remain awake throughout the duration of the shift. 

• Report any management concerns and violations of house rules, curfews, or policies by residents to the Manager of Residential Programs. 

• Actively participate as a member of the caseworker support team, sharing information related to residents' concerns and directing them to appropriate resources. 

• Pack personal property of suspended or unlawfully absent residents and prepare a detailed written inventory. 

• Maintain the facility as a clean, pleasant, and safe environment for all residents. 

Community Engagement (10%) 

• Maintain and facilitate working relationships with Parole Officers and local police.

Must have Qualifications:

What You'll Do 

Contract Performance and Outcomes (30%) 

• Monitor employment programs to ensure contractual performance measures, participant outcomes, and funder expectations are consistently achieved or exceeded. 

• Monitor weekly, monthly, and contractual key performance indicators, including participant engagement, employment placements, retention, and other required outcomes.  

• Drive participant progression from intake through program completion and into employment, ensuring enrolment, completion, employment placement, and retention targets are consistently achieved or exceeded.

Financial and Resource Management (10%) 

• Monitor program budgets and expenditures to ensure alignment with approved allocations, funding agreements, and organizational requirements.

• Monitor financial performance, identify budget variances, and recommend or implement operational adjustments as appropriate.

Quality Assurance, Compliance, & Risk Monitoring (10%) 

• Monitor and evaluate program effectiveness through performance data, participant and employer outcomes, service trends, and stakeholder feedback to identify strengths, gaps, and opportunities to improve program delivery and outcomes. 

• Lead continuous quality improvement by identifying improvement priorities, establishing action plans, monitoring progress, and evaluating the effectiveness of changes implemented. 

• Monitor program delivery, documentation, reporting, and operational practices to ensure compliance with funding agreements, accreditation standards, organizational policies, and established service standards. 

• Support program audits, and provide corrective action processes and recommendations to senior leadership as required.  

• Maintain effective risk management practices by proactively identifying, assessing, mitigating, and escalating program risks as appropriate. 

Job Development & Partnerships (10%) 

• Execute the implementation of employer engagement strategies to build relationships and create sustainable employment opportunities for program participants. 

• Expand employment placement opportunities through targeted employer engagement, relationship development, and identification of opportunities aligned with participant and labour market needs. 

• Promote employment programs to employers, including the benefits of hiring program participants and accessing available supports such as wage subsidies. 

• Support the development of hiring initiatives such as employer information sessions, hiring events, and job fairs to expand employment opportunities for participants. 

• Build and maintain effective working relationships with community agencies, educational and training providers, government stakeholders, referral partners, and other organizations that support participant employment outcomes. 

• Identify emerging community, industry, and labour market needs and communicate opportunities, risks, and recommendations to senior leadership.  

• Support the implementation of partnership and program initiatives established through departmental and organizational planning.

Position Summary:  

We are seeking a passionate and resilient Indigenous Cultural Services Coordinator to join our team in a fast growing and dynamic environment. This role is pivotal in enhancing the cultural services provided to Indigenous residents, promoting healing, community engagement, and reconciliation at NCC. If you have a passion for cultural connection and a commitment to supporting Indigenous communities, we want to hear from you!  This is an in-person role with no opportunity to work-from home. 

The Indigenous Cultural Liaison (ICL) provides the Indigenous lens and consults with staff and Indigenous residents at Nanaimo Correctional Centre (NCC) to provide/connect residents with a range of Indigenous specific supports. Using a culturally informed model that is rooted in harm reduction, the ICL walks alongside residents in their self-identified and self-determined goals for culture, connection/reconnection, and community integration; while advocating for access, rights, and Cultural Safety as needed.  

What You'll Be Doing: 

Cultural Services Development and Delivery (60%) 

• Identify, develop, and deliver Cultural Services that meet the needs of indigenous residents within the operational objectives of NCC. Cultural activities can include art, carving, sewing, beading, drumming, singing, healing circles, smudging, cedar brushing, or other ceremonies as approved by NCC. 

• Build a partnership with leadership and staff at NCC and incorporate Indigenous activities and services into agendas, committees, and meetings to support reconciliation 

• Provide counselling for Indigenous residents specifically related to spirituality and life skills  

• Provide a link between Indigenous residents and Elders for spiritual support 

• Meet with Indigenous residents as requested by Correctional staff or the residents themselves to assist in the development of viable release plans 

• Meet regularly with the Indigenous population within NCC, utilizing appropriate resources to provide guidance and instruction 

• Promotes improving outcomes for our Indigenous residents and community and inspires NCC staff to participate in programming to increase cultural awareness 

• Provide cultural training to NCC staff 

• Support residents with case management and release planning support 

Community Engagement (40%) 

• Liaise with corrections staff in identifying and referring Indigenous residents to appropriate program(s) 

• Plan and deliver cultural awareness activities that promote Indigenous cultural heritage and involve residents in traditional ceremonies; including, Talking Circles, Smudge, Pipe and Sweat Ceremonies 

• Provide cultural information sessions to NCC staff 

• Support relationships and connections to the local First Nations and Metis communities, families, and Indigenous Service Delivery agencies in support of reintegration into the communities.

What We’re Looking For:  

Qualifications: 

• Post-Secondary Diploma in Social Services or another relevant diploma.  

• Two years of recent, related work experience or an equivalent combination of education, training, and experience. 

• Knowledge of legislation and regulations related to Indigenous persons, including residential schools, the 60’s scoop, child and family welfare system, knowledge of indigenous cultures, services, ways of holism and recovery. 

• Working knowledge of cultural, policies, and procedures of indigenous governments as it relates to health and well-being services. 

• Proficient in verbal and written English at a professional level, with excellent communication and interpersonal abilities. 

• High proficiency in MS Office Suite (Excel, PowerPoint, Word, Outlook, SharePoint).  

• Criminal Record Check and Vulnerable Sector Check Clearance at the Institute.  

• Emergency First Aid certification is an asset.  

• Ability to manage confidential and sensitive information effectively and possess strong integrity.

The Community Residential Facilities consists of 4 properties that support individuals being supervised on conditional release from an institution or a forensic psychiatric hospital. The program operates 24/7 with support staff and is guided by services being accessible and client-focused. We work from a client- centered, strengths-based perspective and use a relationship-building approach. Position Summary:  

The Position reports to Manager, Residential Programs 

We are seeking an enthusiastic Casual Support Worker to join our dynamic team. This role involves supporting residents in a structured environment through conducting rounds, managing documentation, and maintaining facility cleanliness. It requires monitoring compliance with rules, fostering positive interactions, and addressing individual needs via action plans. Building relationships with community agencies is essential for effective client support and ensuring safety and accountability. This is an in-person role with no opportunity to work remotely.   

What You'll Be Doing: 

Administration (40%) 

• Conduct and document rounds and bed checks at irregular intervals, a minimum of two times during each shift at Manchester House, Gelling Manor, and Maxfield House. 

• Answer phones, greet the public and visitors with discretion. 

• Access and maintain/ update documentation on SharePoint. 

• Attend employees’ meetings as required. 

• Review memos of the operation of the House and keep abreast of new developments relating to the Correctional Service of Canada and the Provincial Health Services Authority. 

• Record pertinent resident information in the Duty Logbook and on the online Case Administration Management System  

• Record House maintenance and shift rounds in the Duty Logbook 

• Undertake special assignments as required by the Manager of Residential Programs and Program Coordinator 

• Conduct menial house tasks such as laundry, mopping/sweeping, organizing supply area, recycling etc.  

• Record pertinent information in the Duty Logbook and online Case Administration Management System. 

• Check resident sign in/out sheets to ensure accuracy. 

• Follow working alone (safety line) procedures for check-ins. 

House Management (30%) 

• Ensure the house is not left unattended by employees and remain awake for the duration of the shift. 

• Ensure the office and House are clean and organized. 

• Initiate contact with the National Monitoring Centre, Victoria Parole Office, Victoria Forensic Clinic, and Victoria Police when necessary. 

• Advise the Manager of Residential Programs and Program Coordinator of concerns regarding House management or residents, including infractions of House rules, curfews, or policies. 

• Monitor curfew regulations and report infractions to appropriate authorities. 

• Monitor residents for substance misuse violations and breaches of conditions set by the Parole Board of Canada and/or the BC Review Board; ensure violations are recorded and reported to the Parole Officer or Forensic Case Manager. 

• Maintain a well-rounded team environment, including shift debriefing and effective communication. 

Client support (20%) 

• Establish positive communication with and maintain rapport with each resident 

• Develop, implement and sustain a Resident Action and Service Plan suitable to the proposed resident, and encourage the resident's interest and participation. (in line with the internal case management framework) 

• Meet weekly (minimum) with each resident on the caseload 

• Assist with the general needs of the residents 

Community Engagement (10%) 

• Maintain and facilitate working relationships with Parole Officers, Case Managers, local police
